Why we fail after giving 100% ?

When I think I have given my 100% in certain endeavour (Natural and not Unnatural) and still I haven't tasted success. The question arises why didn't I get it, after giving my 100% ? Lets go to a Sprinting event, the race began and everyone gave their best in those seconds. Did everyone win ? No. Everyone gave their so called 100% in those seconds. But still it wasn't their 100%. Some gave 100% of 23%( of their potential ), some gave 100% of 10%( of their potential ). The second one is percentage of potential we have unlocked and that should be done before the main event, it is achieved by practice of physical, spiritual and mental activities. And hence the Champion Runner's so called 100% before training and after training has vast difference although he/she is one and the same :) If we have ourselves not reached our best how can we ever give our 100% ?
